Ten years after the adoption of the Kigali Amendment in Kigali, the meeting serves as both a celebration of global progress and a call for greater ambition in addressing interconnected environmental and development challenges.

The Montreal Protocol has demonstrated the power of international cooperation. Since its adoption, countries have worked together to phase out ozone-depleting substances, contributing to the recovery of the ozone layer while generating significant climate benefits. The Kigali Amendment strengthened this progress by committing countries to phase down hydrofluorocarbons (HFCs), powerful greenhouse gases that contribute to climate change.

These achievements offer an important lesson. When governments, the private sector, development partners, and communities work together around shared goals, environmental agreements can deliver measurable and lasting results. At a time when the world faces increasing climate risks, biodiversity loss, and growing pressure on natural resources, this lesson is more relevant than ever.

For ARCOS, the meeting comes at a defining moment for climate and sustainable development. Across Africa, communities are facing the impacts of climate change through prolonged droughts, floods, land degradation, declining ecosystem health, and growing threats to food and water security. These challenges highlight the need for solutions that address environmental sustainability and human well-being simultaneously.

Why Africa matters

Africa contributes the least to global greenhouse gas emissions, yet it remains among the regions most vulnerable to climate change. At the same time, the continent holds enormous opportunities for climate action, ecosystem restoration, sustainable food systems, green growth, and community-led innovation.

Across the continent, governments, communities, civil society organisations, and the private sector are advancing practical solutions that strengthen resilience while creating social and economic opportunities. Investments in ecosystem restoration, sustainable agriculture, renewable energy, green enterprises, environmental education, and nature-based solutions are already demonstrating positive results for people and the environment.

For ARCOS, these experiences reinforce an important message: climate action and sustainable development are inseparable. Healthy ecosystems support resilient communities, while resilient communities are essential for sustaining healthy ecosystems.

Moving from success to greater impact

As delegates meet in Kigali, MOP38 provides an opportunity to build on a proven model of global cooperation. The focus should not only be on preserving past achievements but also on expanding their impact through stronger partnerships, innovation, investment, and implementation.

The next decade must be defined by actions that improve livelihoods, strengthen resilience, support sustainable economic growth, and safeguard the natural systems upon which societies depend.

For Africa, this means ensuring that environmental agreements continue to support national development priorities while unlocking opportunities for climate resilience, green jobs, sustainable production, and inclusive growth.

MOP38 therefore comes at a defining moment not only for the future of the Montreal Protocol, but also for demonstrating how global environmental cooperation can contribute to a more resilient, sustainable, and prosperous future for Africa and the world.

As the world gathers in Kigali, Rwanda, for the Thirty-Eighth Meeting of the Parties (MOP38) to the Montreal Protocol on Substances that Deplete the Ozone Layer, delegates will have an opportunity to reflect on one of the most successful environmental agreements in history.
